The Commission on Audit has recommended the filing of appropriate charges against the city treasurer and the city budget officer for violation of anti-graft laws and the Code of Ethics in connection with their handling of Panagbenga funds in 2004.

Based on this violation, the COA recommended the filing of appropriate charges against former city mayor Bernardo Vergara (for approving the grant), city budget officer Leticia Clemente (for certifying that the cash advances were necessary), city accountant Antonio Tabin (for certifying that supporting documents are complete and proper), and city treasurer Thelma Manaois (for certifying that there is cash available for the grant despite the absence of appropriation and authority).

Trust me... nothing will happen to these charges...
here in Pinas, the RICH-LY BAD people  always gets away.

corruption is inevitable, really. hindi lang sa city hall nangyayari yan, halos sa lahat ng agency. kahit sa loob ng COA mismo. my assumption (opinion lang po) is that while one grow (in years) in a certain office or agency, they master the ins and outs of documents/process/requirements thats why its easy for them to "abide". ang problema kasi sa gobyerno, masyadong  dependent sa documents/papers eh ang papel madaling iproduce at pekehen. they say legal kasi kumpleto sa requirements, i dunno for people working in the gov't but its unavoidable, esp with regards to money. and a lot of them are willing instruments :-[ i might be guilty, wittingly and unwittingly

Corruption is an integral part of politics... Politicians don't spend bundles of money just for the meager salary they receive as a public servant. Everybody has his/her own agenda. And that agenda for sure is not the one that the people like. It's like bread and butter or cigarette and coffee.

All the people do in elections is to choose the lesser evil but eventually the lesser evil still leads to a greater one.

I guess we are pretty aware that these people were charged one way or another but do we keep in track to see what happens? we never actually know. Wala rin nangyayari! Nakasuhan lang tapos!

All we know is the introduction... How about the conclusion? It's the most important one. Sick!
