Cordillera schools mandated to teach 8 major languages
HIGHER education institutions in the Cordillera would be mandated to teach their students the eight major languages in the region.
This developed after Baguio Representative Mauricio Domogan filed House Bill (HB) 1021 mandating the teaching and learning of the eight major Cordillera languages as optional subjects with accredited units in the tertiary level of education in the Cordillera.
Domogan pointed out the teaching of Cordillera languages in the tertiary level, particularly Baguio Ilocano, Ifugao, Inibaloi, Kankana-ey, Kalinga, Isneg, Tingguian and Ifontok is pursuant to the constitutional provisions on culture.
He emphasized the teaching and learning of the particular language of a people is one of the surest ways to express the cultural heritages of such people to bring about pride for one’s culture and deeper patriotism, unity and solidarity, among them.
Under the proposal, the Commission on Higher Education (Ched) is tasked to implement and prescribe the rules and regulations necessary for its implementation.
At the same time, the different colleges and universities in the region have the option to agree with Ched how many of the eight languages may be included in their respective curricula.
Should any part of the bill be declared unconstitutional or invalid, such declaration shall not affect the other provisions of the measure.
Domogan expressed confidence the measure would be given due course by the 14th Congress to pave the way for cultural awareness among the people of the region and other students from other regions who want to learn the culture of the Cordillerans.
The Cordillera is one of the regions in the country with a distinct culture and traditions that worthy of learning, he said.
Domogan, known for his advocacy on indigenous peoples’ customs and traditions, explained the present generation must preserve the rich culture and traditions of the Cordillera that must be passed on from generation to generation.
